Modernization of Public Service in Senegal: Issues, Challenges and Perspectives.

First, it is important to remember that the modernization of an administration must meet a series of objectives that encompass the life of the nation and the future of the country. From this perspective, an uncompromising diagnosis is necessary. This exercise must start with the needs and expectations of the population, which will enable the establishment of a bottom-up relationship on the one hand. On the other hand, it will be necessary to analyze the capacity of our resources to support such a change in organizational culture and our ways of doing things. In this article, our results prove that modernization also means changing the way we act, think about public service, and cultivate innovation, creativity, internal verification, accountability, and continuous improvement.
