This study aims to explore the legal and constitutional foundations of local self- -government in Ukraine, focusing on its evolution, current state, and challenges. The research method involves a comprehensive analysis of historical documents, legal texts, and scholarly literature. The paper shows the historical development of Ukrainian local self-government, tracing its roots from the times of Kievan Rus through the Magdeburg Law period, the Cossack state, the Soviet era, and post-independence reforms. It also defines the significance of the European Charter of Local Self-Government and its influence on Ukrainian legislation. The study examines the organizational structure, principles, and functions of local self-government as defined by the Ukrainian Constitution and various laws. It also addresses the challenges and limitations faced by local self-government in Ukraine, including issues of financial autonomy, administrative control, and the implementation of the principle of subsidiarity.
