Analysis of four implementation approaches indicates that the sliding algorithm maximizes cumulative effects in traffic management.
The paper addresses the optimization of the implementation sequence of measures within a compre-hensive road traffic organization scheme (Russian abbreviation: KСОДД). Four approaches to order-ing the implementation of measures are analyzed: by priority, by expected effectiveness, by connectivi-ty coefficient, and by a «sliding» step-by-step optimization algorithm. A comparative analysis of these scenarios is performed in terms of how quickly the cumulative effect is achieved and the extent to which the mutual influence of measures is accounted for. A mathematical optimization model is pro-posed to formalize the task, aimed at maximizing the total effect from the implementation of the full set of measures under given constraints. It is shown that static scenarios based only on local indicators (such as individual measure priority or effectiveness) do not provide an optimal result compared to scenarios that consider network connectivity. The «sliding» algorithm, which dynamically revises the choice at each step, demonstrated the highest efficiency, allowing measures to be implemented in an order that accelerates the attainment of the overall effect for the transport system. Finally, recommen-dations are given for applying the developed model in KСОДД planning, and directions for further re-search are outlined.
