The article reviews regulations named Fundamental Legal Principles of the USSR and Union Republics collectively named Fundamental Legal Principles in scientific publications. It is mentioned that they originated because of the federal form of the Soviet State. A conclusion is reached that a two-tier industrial codification model that included all-union Fundamental Legal Principles and the republican code was in line with the conditions of the federal state.
