Entrepreneurship development programs (EDPs) in higher education institutions (HEIs) and universities are gaining momentum as pivotal drivers of economic growth and social innovation. This paper explores the implementation and impact of EDPs within Indian universities, with a particular focus on social entrepreneurship. Drawing from extensive literature review and empirical observations, the study examines the role of HEIs in fostering entrepreneurial thinking and behavior among students. It also delves into the challenges faced by these institutions, such as the lack of institutionalization, insufficient research output, and the narrow focus on venture creation. Furthermore, the paper highlights the increasing governmental emphasis on entrepreneurship through initiatives like "Skill India" and "Make in India", underscored by substantial budgetary allocations. Despite these efforts, the paper identifies gaps in current approaches and advocates for a shift towards a broader definition of entrepreneurship, one that emphasizes life skills, long-term behavioral change, and the integration of entrepreneurial education into core curricula. The study concludes by outlining strategic recommendations for enhancing the effectiveness of EDPs in HEIs, thereby contributing to the development of a robust entrepreneurial ecosystem in India.
