Implementation of the LSD Determination by the Ministry of ATR/BPN in Sidoarjo Regency

The Protected Agricultural Land policy is a strategic step of the government regulated through Presidential Regulation No.59/2019 as a form of controlling land conversion due to the large demand for land for non-agricultural activities. The purpose of this paper to determine the application of LSD stipulation in Sidoarjo Regency. The formulation of problems in this research is related to the suitability of LSD with RTRW of the local government of Sidoarjo district and the form of legal efforts that can be done by residents to protect their rights before LSD is applied. This research methodology uses normative research methods. In conclusion, communities, legal entities and local governments that have changed the function of their paddy fields before regulations related to LSD are issued, can be removed from the LSD map plotting if they have obtained a recommendation to change land use from the Directorate General of Agrarian and Spatial Planning/BPN.
