Amendments to the Constitution of the Russian Federation, adopted in 2020 and mentioning civil society institutions, indicated the urgency of returning to the historical discussion about the need to include provisions on civil society in the text of the Constitution of the Russian Federation. The article presents the main theses of the historical discussion that unfolded within the framework of the Constitutional Commission and the arguments about the importance of taking into account this experience.
