The essay proposes to discuss Guarantee Deposits Blocked for Movement (DGBM), another name for so-called “contas vinculadas” (“linked accounts”), based on a consultation made to the Federal Audit Court (TCU) by the Federal Senate. The first argument is that the divergence of interpretation regarding the correct accounting of DGBM values – for which a solution is proposed – is an indication of the atypicality of the entire control mechanism that results in deposits. The second argument is that there are consistent indications that the operationalization of DGBM implies inefficiencies and negative externalities. It is therefore necessary to take a more attentive and critical look at the Administration, especially at the control bodies.
