This study investigates the multifaceted nature of the boat people rescue movement in the South China Sea, with a particular focus on the critical roles played by the civilian refugee rescue vessels Île de Lumière and Cap Anamur during the Boat People Crisis of 1978-1982. The research is structured in two main chapters. Chapter 2 analyzes the inception of the French "Un bateau pour Vietnam" campaign, examining the motivations and activities of key figures such as Sartre and Kouchner in initiating the boat people rescue efforts. This chapter also explores the transnational replication of the "A Boat for Vietnam" campaign in West Germany, m anifested a s t he Cap A namur Committee. The analysis highlights the emergence of maritime humanitarianism characterized by direct and independent action, as exemplified by the efforts of prominent figures like Böll and Neudeck. Chapter 3 investigates the evolution of the campaign into a substantial rescue and relief operation. It evaluates the original rescue objectives of the Île de Lumière and Cap Anamur against the practical constraints and challenges encountered in the South China Sea. Furthermore, this chapter examines the international geopolitical dynamics surrounding civilian refugee rescue vessels, with particular attention to the Anambas Islands mission. It assesses how these vessels were integrated into the broader international humanitarian efforts involving Southeast Asian states, resettlement countries, and the UNHCR. The chapter concludes with an evaluation of the actual rescue performances of civilian vessels during the crisis. This research contributes to the understanding of the "A Boat for Vietnam" campaign"s ethos and the concrete rescue operations conducted by Île de Lumière and Cap Anamur in the South China Sea. It illuminates the challenges faced by private rescue vessels, including legal restrictions, political resistance from Southeast Asian states, and the complexities of ensuring the safety and resettlement of rescued refugees. The study aims to elucidate the sometimes compromising and sometimes innovative approaches adopted by private refugee rescue vessels, demonstrating that despite various constraints, these initiatives succeeded in providing significant relief and rescue to numerous boat people.
