Vehicles periodically send beacon to broadcast their driving status to other vehicles. Frequent broadcasting of beacon leads to intense channel contention and congestion. Loss or delay beacon have a negative effect on traffic safety. This paper first detects the channel busy ratio (CBR) to estimate the current channel load. Then, it uses the Autoregressive Integrated Moving Average Model (ARIMA) and Kalman filtering to predict the CBR for the next moment. Finally, it adjusts the transmission power of vehicles through proportional-integral control based on the ideal and predicted value of the CBR. Simulations demonstrate that the proposed algorithm can reduce beacon transmission delay and improve the packet delivery ratios.
