In the face of the majestic Himalayas, Nepal's aviation sector navigates a landscape of both natural beauty and operational challenges. This paper critically examines the alignment of Nepal's aviation legal framework with international air law standards, particularly those set by the International Civil Aviation Organization (ICAO). Despite the rich history and unique operational environment of Nepal's aviation sector, the existing legal framework, primarily based on the Civil Aviation Act of 1959 and its amendments, reveals gaps when juxtaposed with contemporary international standards. This paper delves into specific areas requiring reform such as safety oversight, airworthiness, personnel licensing, environmental sustainability, and security protocols. By proposing targeted amendments and the adoption of ICAO Annexes, the paper advocates for a transformative legal overhaul to enhance safety, efficiency, and environmental stewardship in Nepal's aviation sector. The conclusion underscores the urgency of these reforms, emphasizing the need for a proactive approach to align Nepal's aviation laws with global standards, ensuring the sector's sustainable development and international integration.
