The article clarifies the concept and essence of state policy in the field of ensuring the proper functioning of the civil protection system by local self-government bodies; an analysis of the legal basis for ensuring the proper functioning of the civil protection system by local self-government bodies was carried out, their defects were identified and directions for improvement were proposed. As a result of the study, it was established that the state policy in the field of ensuring the proper functioning of the unified state system of civil protection by local self-government bodies is a system of organizational, legal, engineering and technical, resource, informational, analytical and methodological measures aimed at ensuring the protection of the population, territories, natural environment and property from emergency situations, fires and other dangerous events, responding to them, functioning of the administration carried out by local self-government bodies, namely in cases of emergency situations of a natural, man-made, military nature. It has been established that the elements of the organizational infrastructure of the community’s civil protection are: 1) management bodies: the structural unit on issues of central security (an official), the commission on technogenic- ecological safety and emergencies, the evacuation commission, the commission on liquidation of emergencies; 2) organizational structures that are responsible for extinguishing fires, liquidating emergencies on the territory of the TG (community safety center, fire and rescue unit, communal emergency and rescue service, territorial specialized services of the central government, voluntary formations of the central government); 3) infrastructure to ensure the protection of the population: the fund of protective structures of the central government, the reserve fund of the local budget and material reserve for the prevention and liquidation of the consequences of emergencies, an alert system, a consultation point for the organization of informing citizens about emergencies, storage places for personal protective equipment, respirators, respiratory stabilization preparations , defibrillators, etc.
