The position is justified that the purpose of withdrawal is public needs represent public interests. The analysis of land, urban planning and housing legislation made it possible to identify the relevant groups of public interests: 1) ensuring the state sovereignty of the Russian Federation; 2) socio-economic well-being of the population; 3) implementation of international treaties of the Russian Federation. The conclusion is formulated that public interests as the purpose of the seizure of real estate for the needs of a subject of the Russian Federation are more limited in nature, in fact, representing one interest – the socio-economic development of the relevant public legal education. These restrictions are due to the differentiation of the subjects of jurisdiction of the Russian Federation and its constituent entities. Issues of defense, State security, and the conclusion of international treaties are attributed to the exclusive competence of the Russian Federation.
