Absent Criminal Law Qualification in Sports: A Separate Issue in Relation to Art. 184 of the Criminal Code of the Russian Federation

The author examines the issue of the current state and enforcement of Art. 184 of the Criminal Code of the Russian Federation in relation to Art. 26.2. The Federal Law «On Physical Culture and Sports in the Russian Federation», which received an amendment in the form of an addendum on the manipulation of official sports competitions. Difficulties are revealed in the sequence of qualification of an act from the fact identified by a sports federation to the classification of a crime by a law enforcement agency. It is proposed to operate the concept of «zero» criminal legal classification of a crime” with a doctrinal definition that reduces the contradiction in the application of different sectoral legal norms.
