This article addresses the challenges non-English-speaking countries face in implementing imported policies and how Brazil's federal-level understanding of governance impacts sectoral public organizations. The authors' focus is on the impacts on the Brazilian Army, an understudied organization among public administration scholars, which is often called to operate in areas other than defence policy.
