The District of Columbia—the “District,” popularly known as Washington D.C., is a federal district, serving as the capital city and seat of the federal government of the United States (Grogg, 2013). As a federal district, Washington D.C. is not a state; its head of government is a mayor. Government and budgetary oversights are the responsibility of the 13-member legislative organ, the Council (The Council of the District of Columbia, 2016). The Office of State Superintendent, D.C. Public School (DCPS), and the D.C. Public Charter Schools (DCPCS) lead in administering P-12 and higher education in the District, and, as such, their respective entities receive budgetary allocations.
