The article studies licensing as an administrative and legal institution at the present stage of socio-political and economic development. Different scientific approaches to this phenomenon are shown and integrated, its essence, significance and legal nature are determined. The conclusion is made about the need for further reform of the licensing and permitting system, in particular, the development of special norms concerning the functioning of this system in the conditions of martial law and emergency situations.
