It is closely related to the process of policymaking and policy analysis, that is, from agenda formulation to policy formulation to policy adoption. The research design uses qualitative descriptive research, with research informants from government and private elements. Based on the results of the research and findings in the field related to collaboration relationships, collaboration carried out between government, private, and public has various shortcomings, such as less active collaboration, compliance in nature, and unstable stability in its cooperation. There is a tendency for some non-governmental parties who want discretion of profit preference, so collaboration as a whole possess risks, namely reputational and dependence on the private.
