Prison Inspection as an Instrument of a ‘New Model’ in the Prison Administration System: The General and Special (1890 to 1917)

Abstract

In article key questions of education and activity of provincial prison inspection are considered. Organizational legal support of her activity has allowed to improve legal, moral impact on convicts, protection and supervision in places of detention. Characteristic of prison inspection consists that the new subject of management on average a control link at the provincial level has been formed.
