Cloud Service Provider (CSP) selection based on several functional attributes, such as transparency, price, latency, CPU performance, availability, and restorability, has taken much more attention in the Industry 4.0 era. On the other hand, after the COVID-19 pandemic, viability has been noticed as the crucial specification of supply chains to overcome mega crises. This paper proposes a comprehensive hierarchical structure for the viable cloud service provider assessment problem according to the reviewed literature on CSPA, viable supplier selection, and suppliers' resiliency, sustainability, agility, and security. The proposed framework involves seven criteria, 29 sub-criteria, 181 indices, and the corresponding descriptions.
