In this manuscript, a hybrid method is proposed to attain the piezo-electric energy harvesters (PEHs) with an improved conversion of energy effectiveness or open-circuit voltage. The proposed method is the joint execution of Pelican Optimization Algorithm (POA) and Dwarf Mongoose Optimizer (DMO) named as POA-DMO technique. The primary goal of the planned POA's design is to simulate pelicans' typical hunting activity. By topologically improving piezo-electric distribution through the thickness of materials, such as piezo-electric energy harvester plates are based on the harmonic excitations and open-circuit-voltage of PEHs is increased. The efficacy of the energy conversion and the open-circuit-voltage are taken into account as the design goals. For the two taken into consideration design objectives, the arrangement of the piezo-electric material in the thickness direction is topologically optimal. In order to produce more electricity, the piezoelectric materials are positioned in the regions of increased stress/strain and high energy conversion efficiency. To acquire more electric power while maintaining a constant electric resistance, the distribution of piezo-electric materials is calibrated to determine the frequency of external stimulation frequency in order to realize a high open-circuit voltage. The proposed method performance is done in MATLAB and it is compared with existing approaches.
