In this paper, a multilayered transparent infrared-microwave bi-stealth metamaterial was proposed. The bi-stealth metamaterial includes three functional layers based on patterned indium tin oxide (ITO) films. The upper ITO metasurface with periodic low-resistance square patch pattern has low infrared emissivity of 0.356 and acts on infrared stealth. A double layered structure based on ITO metasurfaces with high resistances was designed and covered by the low-resistance metasurface to construct the bi-stealth metamaterial. The simulated results illustrate that such metamaterials can achieve over 90% broad absorption from 3.5GHz to 17.5GHz and maintain stable responses up to an incident angle of 45° for transverse electric (TE) and transverse magnetic (TM) mode. The metamaterial proposed in this paper achieves multi-spectrum compatible stealth with capabilities of infrared camouflage and microwave absorption
