The present study is devoted to the study of the delegated procedure for the formation of a representative body of an urban district with an inner-city division. In accordance with federal and regional legislation, there is currently, along with direct elections, such a procedure for recruiting a representative body of this new type of municipality, in which it consists of deputies of representative bodies of inner-city districts. This option of electing the city Duma (council) seems to be quite promising, since it allows you to form a representative body without holding another municipal election on an urban scale, does not entail budget expenditures and does not require the passage of procedures peculiar to an election campaign, promotes more effective interaction between two types of municipalities in order to most effectively address issues affecting the interests of all citizens.
