Taking up the issue of security involves determining the scope of the state’s obligation to implement it. The above-mentioned task was included among other equally important goals recognized by the constitutional legislator, which included safeguarding the independence and inviolability of its territory, ensuring human and civil freedoms and rights, safeguarding the national heritage and ensuring environmental protection, guided by the principle of sustainable development. Given that the legislator takes into account the multiplicity of categories of public security, it seems important to determine the scope of constitutional dispositions relating to this state task and to determine their nature.
