Relevant Issues of the Evaluation of Quality and Efficiency of Activities of Executive Government Authorities of Constituent Entities of the Russian Federation

Such factor as the evaluation of efficiency of activities of public government authorities is of special significance in the contemporary political governance systems. The evaluation of efficiency of activities of executive government authorities of the constituent entities of the Russian Federation is one of the basic tasks of the state and the society. Issues of the evaluation of quality and efficiency of activities of executive government authorities of constituent entities of the Russian Federation have an important practical and theoretical meaning; political science, sociology, jurisprudence and other sciences pay considerable attention to them. The main problem of contemporary studies of efficiency of activities of government authorities is their subjective character rooted in the active use of analytical conclusions that often are not confirmed with any specific data on the special nature of the transformation of economic and statistical indicators. Following an analysis of the system of the evaluation of efficiency of activities of executive government authorities, the author concludes that the existing evaluation system is rather complicated, so it is difficult to single out unequivocal criteria to evaluate efficiency of specific executive government authorities of the constituent entities of the Russian Federation and final results that show the efficiency of specific measures as well as short-term, middle-term and long-term efficiency of adopted management decisions. The author notes the importance of the evaluation of activities of executive government not only for the society that seeks to satisfy its own demands, but also for the authorities that use such evaluation to determine areas of improvement of their activities.
