Abstract

In the Civil Code of the Russian Federation, public property is regulated similarly to private property of citizens and legal entities, which does not reflect the specifics of state and municipal property rights. It is unclear in what status the state authorities and local self-government bodies act, if the Russian Federation, the subjects of the Russian Federation are subjects of civil law, and not persons. A number of amendments to Chapter 5 and Section 11 of the Civil Code of the Russian Federation have been proposed for the purpose of broader public assistance to the development of entrepreneurship.
