The data has become the wealth and the most crucial element on which modern applications and systems rely. However, on the dark side, the threats these applications face have increased, and the capabilities of attackers have grown. Reacting to an attack after it occurs is no longer acceptable or sufficient for clients. The leakage of some user data will significantly impact their loyalty, especially amid fierce competition in the software market. This research presents a study on the importance of privacy, the necessity of integrating it as a primary requirement in project management, and the achievable features. The research specifically focuses on methods to protect the privacy of systems and location-based services. It introduces a new method called the Foggy Obfuscation Method (FOM) that location-based systems can use to protect privacy effectively. The new method leverages the infrastructure in smart cities where fog is ubiquitous, and the proposed approach achieves a significant advantage in privacy and performance compared to other methods that specifically address location privacy. The method paves the way for privacy and data security considerations in the early stages of software development. It also presents a set of recommendations and tasks that should be considered during various development stages.
