This article is the result of a research that aimed to analyze the historical context of EJA, in order to understand the public policies directed to this stage of Education in the territory of Cantuquiriguaçu, State of Paraná. The methodology chosen for this study used a qualitative, bibliographic and documentary approach. The research was carried out through a survey of data and documents related to public policies for youth and adult education from 1958, the period that precedes the dictatorship to the present day. Then, a characterization of the Cantuquiriguaçu territory and its specificities was made in order to make a selection of 2 municipalities that offer EJA and in which modalities, followed by a brief categorization of each of these selected municipalities. It was possible to conclude that the modality of "Youth and Adult Education" - EJA faces many challenges. From a historical point of view, it is possible to infer that EJA has never been a priority in Education and in relation to the Cantuquiriguaçu territory, the main problems are linked to public policies that involve the provision of this modality of education. Therefore, it is necessary that EJA is in fact a State policy, contemplated with more seriousness by the Federal, State and Municipal governments, raising conditions so that students can enroll and maintain themselves in this modality of Education, aiming to access an Education that, at another time, was not possible for these individuals.
