This study identifies factors enhancing integration of primary health services in Indonesia, indicating the role of data on vulnerable groups.
Integration of primary health services (IPHS) is an Indonesian government program to provide comprehensive, easily accessible, and sustainable health services for the community through the coordination of various health programs at the primary health care facilities. As a country with high disaster potential, the Indonesian government needs disaster risk management supported by IPHS. This study aims to identify factors that should be considered so that IPHS can play a maximum role in supporting disaster risk management. The initial identification included eight factors. The study employs the concept of a group support system. There are six stages: data collection, ranking aggregation, factor feasibility test, determination of factors and weights, revision of weights, and analysis and recommendations. A total of 26 respondents were involved in this study. The study's results demonstrated that the respondents reached a consensus. The availability of data on vulnerable groups is the main factor that needs to be considered. By using the voting by plurality at each rank aggregation method, a score of 21 was obtained, and the final weight of this factor was 0.3209. In the future, a multi-criteria group decision support system (GDSS) will be needed to select the most appropriate strategy based on these eight factors.
