Global Experience in the Management Systems of Urban Transport Enterprises

Abstract

Modern cities face significant challenges related to increasing urbanization, road network congestion, and the negative environmental impact of transport. Consequently, studying the global experience in managing urban transport enterprises is crucial for shaping an efficient, safe, and sustainable transport system in Ukraine. Despite existing scientific research, Ukrainian practice still lacks a comprehensive management model that effectively combines economic efficiency, social accessibility, and environmental sustainability. The purpose of this article is to analyze the global experience of managing urban transport enterprises and identify possibilities for its practical application in Ukraine. The research focuses on the organizational, economic, financial, and innovative mechanisms governing the functioning of these systems in leading countries. The methodological basis of the study includes a comparative analysis of European, American, and Asian management models; a systemic approach to the transport system as a multi-level structure; empirical methods using statistical data on enterprise efficiency; and expert evaluations to determine the feasibility of adapting foreign experience to Ukrainian conditions. The analysis reveals that effective management of urban transport enterprises, based on global experience, relies on integrating different modes of transport, extensively using digital technologies, developing environmentally friendly infrastructure, and applying public-private partnerships. Based on these findings, key recommendations for Ukraine are developed, including the implementation of a unified transport operator model, the creation of favorable conditions for attracting investment, and the development of innovative “smart mobility” solutions. The practical implementation of these measures will contribute to improving the quality of transport services, reducing environmental impact, and integrating Ukrainian cities into the European space of sustainable development.
