This paper aims to contribute to the scientific production of public policies dedicated to understanding the challenges of implementation and the gap between what is planned and what is executed, allowing for reflections on the improvement of this process. To achieve this, the study employed a qualitative research approach through a case study. As a result, 8 analytical categories were generated to map the friction points encountered during the implementation process of Capes PrInt at UFRJ: (1) administrative autonomy, (2) management of financial resources, (3) overload of human resources in Higher Education institutions, (4) reports and evaluation methodologies, (5) changes in rules mid-course, (6) external contextual issues, (7) institutionalization of internationalization, and (8) centralization of communication.
