Workshop reveals strategies for NIPHs to enhance public health integrity by countering commercial influences.
In recent years, the concept of Commercial Determinants of Health (CDoH) has gained significant traction in public health discourse. CDoH refers to the systems, strategies, and pathways through which commercial actors-such as the food, alcohol, tobacco, and pharmaceutical industries-influence health outcomes. Operating within broader economic systems, these actors shape consumer behaviours, research agendas, and policymaking processes in ways that often conflict with public health goals. National Institutes for Public Health (NIPHs) across Europe are tasked with promoting population health through independent research, surveillance, and evidence-based policy advice. However, they operate within environments where commercial power intersects with public mandates, presenting complex challenges. It is increasingly essential for NIPHs to recognize and understand the mechanisms of CDoH, assess their implications, and develop effective strategies to counter harmful influences. Fostering mutual learning among NIPHs can offer valuable insights into how negative effects can be mitigated or prevented, and how positive impacts can be supported and amplified. This workshop, featuring insights from three European countries and EuroHealthNet, will provide an interactive platform to explore the multifaceted impact of CDoH on NIPHs, to reflect on current challenges, and to identify actionable paths forward. The session will cover three interrelated themes: 1. Monitoring and mapping CDoH: Exploring feasible, structured approaches for NIPHs to identify and monitor CDoH, including tracking corporate scientific activities and monitoring commercial influence on different stages of policymaking. 2. Strengthening institutional scientific integrity: Examining how NIPHs can protect themselves from undue influence by enhancing transparency, developing codes of conduct, managing conflicts of interest, and reducing reliance on industry-funded research. 3. Counteracting policy influence: Equipping NIPHs with tools to counteract industry narratives and promote policy solutions that prioritize public health over commercial profit. Understanding the influence of commercial interests on public health is critical for NIPHs across Europe. This workshop will equip institutions with practical strategies to strengthen their response to these pressures. Drawing on diverse national experiences and cross-country learning, it will foster shared insight into CDoH challenges and support both institutional action and broader European collaboration. Objectives • Enhance awareness of CDoH among public health professionals in different European contexts. • Explore practical strategies for institutions to address CDoH-related challenges. • Encourage inter-institutional collaboration to share good practices and develop strategies for a unified response to CDoH. • Support advocacy efforts that protect public health goals from commercial interference. Key messages • NIPHs need to set up strategies to safeguard their scientific integrity from commercial pressures. • Public health professionals and scientists need to take account of the complex systemic influences of commercial actors on public health.
