This study highlights the significant role of organizational culture in shaping ethical leadership among sub-district municipality executives. The findings indicate that a strong organizational culture-particularly in terms of participation and mission-oriented values-positively influences ethical leadership. While the study does not directly measure the impact of ethical leadership on service quality, the emphasis on ethical behavior and social responsibility suggests a potential link to improved governance and public service delivery. Future research should further investigate this relationship by assessing the direct effects of ethical leadership on the quality of local government services. The following equation expresses the above result: Y=1.728+0.179X1 + 0.213X2
