When citizens require assistance with digital government services, they frequently share account credentials with family members or helpers. Empirical studies confirm that this practice is widespread across various demographics, unnecessarily exposing sensitive personal data. We propose Verifiable Smart Delegation Links (VSDL), a cryptographic framework for task-specific delegation. VSDL enables account owners to generate signed, limited-access URLs for specific administrative tasks without surrendering full credentials. The framework introduces verifiable privacy enforcement: a cryptographic mechanism based on Pedersen commitments that allows delegates to mathematically verify that data filtering was executed correctly by the server. This paper presents the conceptual architecture, formal security analysis, and a discussion of limitations as a foundation for future implementation and empirical evaluation.
