Status. This record is the NSk/ψ programme manifesto/ontology and module map. It organizes the published NSk/ψ preprints into a 3-level structure: Level 0 (ontology: PGPI with the ψ field and P = |ψ|²), Level 1 (working global geometry: the quasi-3D torus; neutrino time vs emergent time), and Level 2 (formal CORE modules and their applications). Scope. The manifesto is not a technical module and does not introduce new theorems or proofs. Its role is to provide a shared dictionary, an explicit dependency map, and hardness layers (A/B/C) separating formal CORE results from falsifiable physical hypotheses and numerical fits. For definitions, theorems and calculations, cite the dedicated modules (NSk–Axioms–CORE / A4, Windows, Anchor, Entropy, GlobalGap, DarkMatter, Genesis, DarkEnergy, TCP, ParticleMass, etc. ). Priority and relation to earlier steps. The manifesto explicitly records the priority claims of the NSk/ψ package for the specific combination of: the PGPI ontology (ψ, P = |ψ|² and the phase regimes P≈1, 0<P<1, P≈0), the quasi-3D torus as a working global geometry, and the NSk anchoring/windows formalism and its phase interpretation (ordinary matter, dark matter, background), including the associated TCP and toroidal-mass constructions. The original “Postulate of a Probabilistic Universe …” remains available as the historical Conceptual Step 1 and priority evidence, while the PURE layer (NSk–Axioms–CORE) provides the axiomatic starting point used by the later CORE modules. Versioning. This manifesto is a stable reference point: new results appear in separate modules with their own DOI; new manifesto versions only update the map, levels and status labels, without moving technical content into the manifesto.
