Taking the deterministic cosmology of Bian's Universal Unified Field Theory (UUFT) as the core physical foundation and ultimate coordinate system, this paper breaks through the superficial interpretation of "uncertainty" in traditional quantum mechanics to reveal the fundamental truth: UUFT asserts that the universe is inherently a globally deterministic system. The "chaos" and "randomness" perceived by humans are not intrinsic properties of the universe, but rather limitations of observational dimensions and metaphysical myths deliberately constructed by the power elite. Focusing on "the physical essence and historical obscuration of power's chaos," this cross-disciplinary study integrates physical philosophy, political philosophy, and science and technology studies (STS) to define core concepts such as "civilization entropy" and "physical metaphysics" within a deterministic framework. It proposes the "Law of Civilization Entropy Increase" and restates the anti-deterministic nature of the three physical paradoxes of power. By sorting out the historical appropriation of physical concepts by power, this paper verifies power's core role as a "concealer of cosmic truth." It establishes the ethical imperative of a "deterministic civilization," laying the groundwork for subsequent quantitative model construction and exploration of breakthrough paths.
