Abstract The gap between collective intent and effective action is a fundamental obstacle to realizing social responsibility in contemporary complex societies. Relying on the tradition of Pragmatic Theorizing 9, this paper introduces a novel framework titled "Constructive Companion AI" as a new infrastructural right 6. The research method is conceptual framework design based on theoretical analysis and synthesis of principles extracted from a coherent body of the author's prior research 1-5, 7, 8, 10-14 and the latest theoretical advancements in technology governance 15, 16, 18 and human-centered AI 17, 19, 20. The main finding is a two-pillar model (Need and Context) that transforms Constructive Companion AI from a universal, uniform tool into a context-based 7 entity unique to each society. By offering mechanisms such as the Idea Stream and Distributed Governance, this framework not only targets the intent-action gap 5 but also acts as an engine for the co-evolution of humans and technology 1, 2, aiming for a "Contextual Collective Intelligence." The results of this conceptual design enable a transition from purely instrumental paradigms towards creating "Smart Public Capabilities" 6 to empower systematic collective agency.
