This preprint proposes a conceptual framework for understanding non-computational intelligence in the age of advanced artificial intelligence. Drawing on Orch-OR theory and philosophical limits of computation, it introduces DAISS (Distributed Autonomous Intelligence Sovereign System) as a civilizational operating system designed to preserve human sovereignty against the hollowization of cognition induced by highly optimized computational agents. The paper is interdisciplinary in nature, spanning AI philosophy, consciousness studies, computation theory, and civilizational design. It is intended as a conceptual and theoretical contribution rather than an empirical study.
