As a complex and adaptive system, fisheries are considerably important to ensure its sustainability using social-ecological system (SES) approach. Under this approach, resource system and resources unit are significantly important to be investigated as part of process in providing policy recommendations for its sustainability. This study aims to analyze the resource system and resource unit of small-scale coral fisheries in Rote Ndao Regency in the Sawu Sea Marine National Park area, East Nusa Tenggara Province. The focus of the study was on the target fishery resources in the coral reefs. This study reveals the complexity of the socio- ecological system with a focus on the relationship between the resource system and coral fisheries resource units in Rote Ndao Regency, which shows that coral fishing efforts are the main component and have an important role in coral fisheries management in Rote Ndao Regency. In addition, coral fish catches have an important connecting value and are correlated with their utilization activities. These results indicate a relationship between fisheries management factors, the availability of coral fish resources and their utilization, catches and income, and supporting factors for fishing and production. An integrated approach is needed in sustainable small-scale coral fisheries management.
