This work presents the Preliminary Closing Charter of the Unified Mode(9) Law, a geometry-first constitutional framework governing stability, admissibility, and structural transitions across physical scales. The charter formalizes a bounded peak-capacity imperative, expressed as a maximum admissible load condition, and interprets nuclear behavior, atomic shell structure, chemical interaction, and material stress limits as manifestations of a single topological capacity logic. Rather than proposing a detailed computational model, this document establishes a ratifiable governance framework: defining what configurations are admissible, what transitions are forced when admissibility fails, and how future engineering and physical interpretation should operate near structural thresholds. The charter is intended as a stable reference document, suitable for citation and future extension as new empirical evidence expands the horizon of the law.
