The Sentient-Consciousness Projection Network (SCPN) Framework v1.0 is released as a technical specification and reference architecture for modeling multi-scale phase-synchrony and informational transduction in complex systems. This record defines formal architectural layers, coupling operators, boundary conditions, validation pathways, refusal behavior, and failure modes. SCPN is not presented as a completed empirical theory, but as an audit-ready computational and methodological framework intended to generate falsifiable models and preregistered experiments. Empirical signals and simulation results referenced in this release are provided solely as exploratory benchmarks and calibration targets, not as independently replicated or preregistered confirmations. Normative or ethical constructs appearing in higher layers are formalized as recursive stability constraints within system dynamics and do not constitute universal moral or ontological claims. SCPN is intended as a living technical standard, suitable for independent audit, critique, falsification, and future empirical validation.
