The Universal Quantum Foam Hypothesis (UQSH) models physical space as a continuous dynamical field medium in which matter, radiation, and gravitation are interpreted not as independent entities but as different organizational states of the same underlying substrate. This work does not attempt to provide quantitative predictions. Instead, it focuses exclusively on the conceptual and ontological consistency of the framework. Starting from explicitly stated postulates and definitions, we examine whether the UQSH forms a logically coherent and contradiction-free description. Qu_Horizon and Qu_Void states are analyzed as asymptotic regimes of identical field dynamics, while matter is described as a hierarchical cascade of bound field organization. Energy, mass, momentum, and forces are interpreted as effective state variables rather than fundamental entities. The aim of this study is to establish the UQSH as a conceptually consistent foundation that may serve as a basis for future mathematical formulation and empirical investigation.
