Abstract

AICOS OS is a pioneering multi-domain deterministic governance and predictive intelligence system, designed to operate at planetary-scale decision frameworks. Initiated in 2021 by Yasin Kalafatoğlu and Leman Kalafatoğlu, AICOS OS integrates deterministic decision kernels, multi-agent intelligence, cross-domain knowledge synthesis, and real-time adaptive governance into a unified, fully auditable framework. The system architecture incorporates: Governance-First System Layers ensuring deterministic oversight and audit-ready processes, Multi-Agent Evidence Validation guaranteeing decision integrity across domains, Risk-Weighted Deterministic Policy Optimization, and Cross-Domain Knowledge Integration for holistic scenario analysis. All methodologies are mathematically validated, with outputs reproducible and verifiable, supporting predictive, adaptive, and evidence-backed decision-making in complex multi-domain environments including social, economic, infrastructural, and planetary systems. This work establishes AICOS OS as the first fully integrated, deterministic, and evidence-based multi-domain decision system, providing a scientific benchmark for planetary-scale AI governance.
