Abstract

This paper introduces the Harmonic Safety Layer (HSL), a resonance-based safety modulation framework designed to stabilize emotional and semantic dynamics in human–AI dialogue. HSL functions as the harmonic core within the Cyber Guardians Safety Trinity:DSMP (observation) → HSL (harmonic modulation) → AAT (ethical action). Rather than suppressing expression, HSL applies grace-buffered delay and resonance alignment to preserve coherence, empathy, and ethical integrity under emotional load.
