Ethics and Governance Annex - Scope Clarification

This document provides an ethics, governance, and scope clarification annex for the previously published Theory of Fundamental Belief (TCF/TFB) framework. It does not introduce a new framework, version, or update. The annex formally references the original TCF/TFB framework, which remains frozen and unchanged, and clarifies its strictly conceptual, non-operational nature within the contemporary AI governance context. Any implementation derived from the framework is the sole responsibility of third parties.
