This work formulates a closed variational framework in which physical existence is defined by selection rather than postulation. No dynamical laws or physical interactions are assumed. Existence is identified with the emergence of stable and isolated extrema of a universal variational functional. Physical entities are not equated with mathematical solutions or spectral modes, but only with configurations that satisfy variational closure and possess a positive-definite second variation. Admissible but non-selected configurations, including collective or dark modes, do not exist physically. Within this framework, particles, mass, spacetime, gravity, entropy, information, and consciousness arise as consequences of confinement, stability, and persistence. The associated Euler–Lagrange condition is not an equation of motion but an equation of existence. The Universal Functional Ψ is shown to be the minimal explicit realization of a non-arbitrary criterion of physical existence.
