The framework examines the origins of physical constants in the universe, suggesting an evolutionary mechanism of selection.
We conclude the "Omega Framework" by addressing the origin of the fundamental physical constants (alpha, G, Lambda). We reject the static Anthropic Principle in favor of a dynamic mechanism of Cosmological Natural Selection.Building on the topological valve mechanism derived in Paper II, we model the transfer of information through a saturated black hole not as a deterministic copy, but as a quantum state transfer subject to high-energy vacuum tunneling. We analytically derive the "Mutation Rate" of the constants using the Coleman-De Luccia instanton formalism, linking the variance of the constants to the Hawking Temperature of the progenitor singularity.Crucially, we define the Viability Filter: a set of nuclear and thermodynamic constraints that a "Baby Universe" must satisfy to reproduce. We demonstrate mathematically that universes deviating by more than 4% from our fine-structure constant fail to form stable Deuterium, leading to sterile, star-less manifolds. Thus, the laws of physics are not arbitrary; they are the survivor phenotype of a ruthless evolutionary process (Phanes Engine) governed by the stability requirements of the Einstein-Rosen bridge.
