This record publishes the canonical dependency backbone for the Harmonic Coherence (HC) manuscript family. It defines a governance structure that separates proved, assumed, conditional, and programmatic claims; stabilizes theorem/assumption/equation references; and documents assumption-linked falsifiability checks (B1-B3, T1-T3). The contribution is methodological (dependency governance and scope control), not a new entropy identity. This artifact is intended as a backbone reference for downstream manuscripts and is not positioned as a standalone publication-claim paper.
