This concept paper introduces Universal Human Infrastructure (UHI),an institutional architecture designed for post-labor societies inthe age of artificial intelligence. UHI reframes the policy problem of automated economies from incomeredistribution to access architecture: guaranteeing universal accessto automated infrastructure, basic services, and an income floor. The framework is structured as a three-layer system: • Infrastructure Layer — automated public commons• Support Layer — universal basic services• Sovereign Layer — income security enabling self-directed human activity The economic model aligns funding mechanisms with each layer,including strategic public investment, broad-based taxation,and automation windfall redistribution. Normatively, UHI is grounded in the Right to Flourish, a capability-basedframework that treats technological productivity as a collective inheritanceand free time as a civilizational resource. This release (v1.0) presents the conceptual framework.Figures and technical specifications will be included in subsequent updates.
