This paper proposes an innovative model for managing road infrastructurein the event of an earthquake, overcoming current practices based solely on magnitude and distance.At the core of the proposal is the “technical triage”, a GIS-based system with predictive algorithms that estimates damage and identifies accessible road routes for emergency services inreal time. These assessments are then confirmed through field inspections using the VISIT methodology, developed by ANSFISA and the University of Udine, ensuring speed, consistency, and objectivity. Supporting this system is the proposal of a digital situational dashboard, to be developed during peacetime, which graphically visualizes expected damage and aids operational decisions for the prompt deployment ofemergency vehicles.The technical triage evaluates each road segmentusing color-coded Performance Indicators (PIs), based on seismic intensity and the vulnerability of infrastructure elements. VISIT enables systematic inspections based on Significant Observational Evidence (SOE) collected using advanced tools such as drones, vehicles, and sensors. The data collected is automatically analyzed to assign safety codes to each road section.A simulated case in Avezzano demonstrates how the system allows dynamic and reliable updates of rescue routes. Initially designed for the national primary road network,the approach can be extended toother road types.The goal is to foster integrated management between ANSFISA and Civil Protection, enhancing the effectiveness of emergency response and public safety.
